I know someone who developed eight two-arce lots in exactly this manner. He purchased semi-habitable single or double wide manufactured homes, moved them onto lots with septic and utilities, then proceeded to pimp them out, adding attached garages, new roofs, expansive decks, landscaping, modern kitchens, etc. On his own home he tore the mobile home down to one wall and the floor after obtaining a "remodel" permit from the county, then built a very comfortable home around the remains. The trailer frame and axles are still under there somewhere.

The kicker is that when the county assess him for property taxes, these homes are still considered 15-20 year old manufactured homes and his taxes are practically nil. All of these homes are either adjacent to or overlooking a lake, and are very desireable rental properties. If they were assessed as site-built structures, the taxes would be enormous.
